Gareth Morgan commented on the decisions he’s made:  “I’m fairly unapologetic about it”

Chief Constable Gareth Morgan, has taken part in a new BBC documentary, “Cops like us”, following police officers in Staffordshire. He was reduced to tears when talking about some of the decisions that he’s had to make, but concluded by saying “So, it may well be surprising. I’m fairly unapologetic about it.”

The program shows the scale of challenges that the officers face on a daily basis and are a constant reminder that some officers can become seriously injured through no fault of their own.

PC Keri Inskip said, “While violence has always been prevalent in the areas I’ve worked in and I’ve always been in city centre policing where there has been high levels of violence, it’s more dangerous now than I’ve ever known.”

Last year Gareth Morgan reduced the pensions of seventeen former officers injured on duty. A judicial review is expected later this year over that decision.

    What an absolute travesty that this person wears a uniform that genuine working police officers have pride in and carry on working to the best of their abilities regardless of the shameful pathetic actions of people (I REFUSE TO USE TO CALL HIM A POLICE OFFICER, HE LOST THAT RIGHT WHEN HE FORGOT WHERE HE CAME FROM, AND LIKE MOST PEOPLE IN CHARGE OF HIS ILK, USED LEGISLATION TO ASSASINATE AND BACK STAB GENUINE POLICE OFFICERS FOR HIS CAREER BENEFIT AND FUTURE PERFORMANCE ENHANCEMENTS) such as him who have no interest other than to make sure they retire with the maximum amount of kudos, pensionable salary, expenses and possible future entry into the new years honours list.

    Pity him for his crocodile tears, condemn him for his loathsome actions and spare a thought for those who he has dishonoured and ‘stolen pension right from’

Enjoying a family bucket at KFC.. And the missus and kids can have what they want too.. Or maybe walking in the lake district to view the new house as Morgan who has publicly stated lives amongst us in hunter wellies and dashing fine barbour jackets will retire to once done in Staffordshire.. Hmm a possibility.. Life of the rotary club, I guess golf isn’t a pastime or fell walking..     Apply for your Equity card Morgan; you may be able to get a bit part in some little-watched daytime soap on a cable channel, but certainly not in a leading part.

    Watch this prediction.. Morgan has symptoms of corona virus and is self isolating for a fortnight.. ellis has to remain in post for a further 12 months according to rumours.. Watch how quiet both go over the next few months.. Ellis will as usual do his not available.. Must cancel meetings where reasonable questions will be asked.. Morgan health will deteriorate to the point where he will have to be given a golden handshake goodbye as a chief constable.. As some good soul pointed out earlier with a queen’s police medal.. And a great job handsomely paid as an advisor to police forces.. Watch this space…?

    The programme made me feel embarrassed and ashamed to have been associated with the police. The CC has obviously been promoted beyond his ability, but he is typical of the present day ‘leaders’ who will climb on anyone, regardless of the consequences, to implement their ideas and get to the top, before riding into the sunset with an obscene pension.

    The frontline officers in the programme were a credit to their communities and Staffordshire Police Service.

    I don’t know who dresses Morgan but for someone that sits in an office all day he looked like he had been dragged through a hedge backwards.

    28th March 2017. Gareth Morgan (the Deputy Chief Constable of Avon and Somerset Police) announced as new Chief Constable of Staffordshire Police to succeed Jane Sawyers.

    April 2017. Jane Sawyers announces reviews into Injury on Duty awards to a selection of former Staffordshire Police Officers.

    19th June 2017. Jane Sawyers retires as Chief Constable of Staffordshire Police.

    12th June 2017. Avon and Somerset Police announces abandonment of 3 years campaign into Injury on Duty awards to former A & S Police Officers.

    Questions to CC Morgan:
    1. How involved were you with the Avon and Somerset reviews?
    2. Why would Jane Sawyers announce the reviews in April 2017 less than 2 months before her retirement?
    3. What input did you have into that decision making?
    4. On the balance of probabilities, would it have been normal practice for the new Chief Constable to have authorised the IOD reviews after taking office?
    5. When you were interviewed for the Staffs role, what promises did you make to Matthew Ellis (Staffs PCC) regarding this very contentious issue?
    (I would have loved to have been a fly on the wall at that interview)

    This jizz stain should have been swallowed by his mother. It sickens me to my stomach to read what he’s done to those officers, who were just there to protect, us, the public. I’m fairly unapologetic about calling this oxygen thief the names that I have, I sincerely hope he realises that Karma doubles back and he’ll be served a taste of his own medicine. I really do struggle to understand, how someone could do what he’s done to you guys and gals……I’m sure ‘his’ officers wouldn’t put their lives on the line if they only realised how poorly they would be treated should they become too ill to work. Shame on you Mr Morgan, shame on you!

    I wonder just what members of his staff and officers of SP must think of him, I will go as far as to say, he is probably the worse CC in the history of Staffordshire police, 32 years service and he still hasn’t learned the basic principle of smartness, he can’t comb what bit of hair he has,{ he should look after this because many a bloke in time have lost theirs and wished they still had it]

    The man should just retire and do everyone in the police force a favour and retire…

    It’s no wonder that policing in Stoke on Trent is a complete mess with him at the forefront.

    Many previous CC’s would be turning in their graves, shame on this man….

    What a complete and total unprofessional jerk. Does he think anyone will believe this garbage. Staffordshire Police has more money than any of its neighbouring forces and less staff,yet he’s still moaning. Maybe that waste of money overpriced computer system should go,or,I hear,two very expensive drones,or even better still,he should go,overpriced waste of space,worst Chief Constable ever not just in Staffordshire. He doesn’t show remorse to the injured officers he’d happily fleece of their pensions and leave them nothing in life. This man is a joke,what’s he going to do next,pretend he has corona virus for attempted sympathy or more like so he can keep out of the flak a bit longer. Liability,he and his PCC have got to go.

    During your recent secondment to the College of Policing, was your salary paid in full by Staffs Police?
    During your period of absence, did DCC Baker’s salary increase as he took on your role in Staffordshire?
    In what ways has Staffs Police benefitted by your secondment?
    Has the secondment been purely for your own career benefit?

    If your absence has caused an additional financial burden to Staffs Police, does it make you feel like crying?

    Not long ago, he gave his imput at a televised select committee on forces and the impact of budget cuts. He gave a surprisingly upbeat and bullish view that his force was coping, and can continue to do so. That raised plenty of eyebrows.

    That occasion was his platform to be the public voice of his troops, to fight their corner, and for him to spell out that extra funding was badly needed for them.

    He didn’t delver. He let them down.

    Was it because a frank admission that his force couldn’t cope under the pressure of cuts would have made him look like he was failing in his capacity as chief? It would have been too much for his ego to handle.

    Fast forward to the BBC documentary and he sheds staged “tears” because of the strain that those same cuts are putting him, and his force, under. That was all rather unseemly and disingenuoius because it was a volte-face from his earlier committee “performance”.

    He knows that his frontline officers are at increasing danger of succumbing to the same fate as those who have already lost their career and future to a serious injury. Unfortunately, he has shown his contempt for injured pensioners when he was at Avon & Somerset, and now at Staffordshire. He has been going after their pensions for several years with vigour.

    There’s no denying it would have been so much better had those officers ended up on a mortuary slab at the end of their shift. Condolences to the family, probably a station wall plaque, but no significant ongoing financial responsibility.

    He may win the upcoming Judicial Review against retired injured officers. He may lose. Either way, all he will have achieved is a legacy of pitting police against police.

    Having a crown on one’s epaulettes is beyond meaninless. It doesn’t make the man, as we have found out first hand with this chief.

    That’s a legacy of abject failure, by any measurement.

    This individual earns in excess of £150K per annum yet seeks to rob retired officers of pensions that were awarded to compensate them for life changing injuries in order to save money. Am I the only one to see the bitter irony in this?

    Narcissistic behaviour in my view, he’s not sorry or sad for anyone or anything but himself. Trying to justify wrongdoing. My empathy goes to 17 IOD retirees who have gone through hell because of him.
    This is not about business decisions it’s about people’s lives health and well-being. Shame on him.

    So we have a chief constable who cries in his own self pity at his current situation very very unconvincingly, as many say crocodile tears, hmm wonder if the iod ex officers have shed as many tears,or their families and friends?, not that Morgan will give a damn, how can the serving officers, police support staff and the tax paying public have any faith in a cc like this, he needs a trip to court to explain his bullying vindictive campaign against people who through no fault of their own have been finished in the police service of Staffordshire, to get to basics he has yet again as in Avon and Somerset targeted the weakest people a police service has a duty to take care of, sorry but I when I swore an oath to uphold the law fairly never ever envisaged a cc crying (more likely pretending to) on t.v, a cc should be upfront and honest, but also an example to the whole of the organisation he is very well paid to command, nothing will ever deminish my pride as serving in the police but seeing morgan doing this is disgusting and totally disrespectful to serving and yes Morgan ex officers, support staff and the general public, Staffordshire deserves better, and so do those who serve under your command, I find it stunning that morgan made a point of mentioning the fact he was upset a nick he worked at had now closed.. Haven’t all the nicks shut whilst Ellis and morga been at the helm?. As regards ellis I believe he has to remain in post for a further 12 months, he can now answer “where the money has gone” as he now has plenty of time to, and now Morgan is now back in post as cc he like ellis should be a available for the up and coming judicial reviews and employment tribunals.

    Dear Morgan, you actually embarrassed yourself on television with your pretend tears and artificial hurt. You had previously jumped into you 4×4 Jaguar motor vehicle which you had demanded for yourself? Do you really need such a vehicle just because you are the Chief.
    Your police force gave a good account of themselves only to be let down by a man who has wasted time and money in pursuing injured officers in an attempt to reduce their pension which they are rightfully entitled to, a shameful act of bullying an harassment..
    Perhaps the truth is that you are just not up to the job and as soon as you waddle off the better for serving and injured officers.
    I can only hope that the local press closely followed by the National press do some digging around your activities and expose you for what you are which is a bully and tyrant. You failed in your previous force and are on course to fail this force.

    So here we have it again. The constant thread which has run through the illegal review process in Staffordshire since it started almost 3 years ago in April 2017. It’s all to save money.

    In the recent TV program and the article in the Times newspaper of 16th March 2020, the PPA Gareth Morgan said:-
    “We’ve had difficult choices to make about where you prioritise the limited resources that you’ve got.
    My job is to try and balance those competing needs. With what I’ve got where can I get the best return to keep the public as safe as I can? And that’s a continual challenge and I feel that very powerfully with the staff.”

    It’s such a shame that he doesn’t feel it powerfully for the hundreds on injured officers who he has decided to try to shaft and reduce their injury awards. Those same pensioners who were forced to retire because of injuries sustained whilst they were, to quote Gareth Morgan, keeping the public safe. He knows full well that he has budgetary pressures and sees attacking many ageing and sick pensioners as an ideal solution to some of his problems, while of course lining the pockets of SMP’s to the tune of £250 an hour.

    He always denies it of course, but he has a habit of always saying that it’s not about the money, but about making sure the awards are correct for the individual but then always talks about the money.

    He did this in his open statement of 21st December 2017 where he outlined the total cost for IOD pensioners to Staffordshire as £3 million per annum, after saying that the review was not being held in the interests of money saving. Why mention the cost if its not about the cost?

    He did it in a letter to the NARPO chair on 7th July 2017 where he stated that the review “is not a cost saving exercise” on one hand but then goes on to say that he has a “duty to ensure that the use of public money is justified and necessary”.

    In an article in Stoke on Trent Live on 19th December 2018 about the use of regulation 33 to reduce the IOD’s of 17 Staffs Officers a force spokesman said: “Staffordshire Police began reviews of injury on duty pension awards to ensure that recipients continue to receive the appropriate level of Injury Benefit – which is paid in addition to the police pension entitlement – and that public money is used most effectively” Again they always talk about the money.

    At the Police Pension Board meeting of the 17th November 2016 when discussing Police Injury Awards, Deputy Chief Constable Nick Baker said :-
    “the Force statement is that there is a responsibility on Staffordshire Police through the Pension Board to make the most effective use of the funds we have and to review the payments we are making.” Now that’s as clear as day. It’s all about the money.

    Interestingly at the same meeting DCC Baker consulted with the Board members following the receipt of a FOI request asking if SP were going to review its Injury Award Payments. He asked the group if they were happy to say that we (The Board) are committed to doing a review of the injury pensions. This was agreed by the members of the PPB. Strangely no mention was made of the required involvement of the PPA in this process, who at that time was CC Jane Sawyers. It would seem from these minutes that it was the Pension Board and not the PPA who made the decision to commence the reviews. This decision was published in a freedom of information request reply on 21st November 2016, although it took them another 5 months to let the pensioners know.

    So I’m afraid I won’t shed a tear with Gareth Morgan that is until he rides off into the sunset. Then there will be tears of joy.

I think not because everyone knows what a deceitful liar you are, the only thing Mr Morgan cares about is Mr Morgan, not a thought for the appalling way he’s treated his iod officers and not a thought for the way he has bought a once brilliant force to its knees .The officers in the show should be proud of themselves but Mr Morgan should hang his head in shame

    A nasty, malicious and vindictive man who has inflicted the very worst anxiety and stress on injured police pensioners by trying to remove their injury pensions without adhering to Police Regulations and ignoring Consultants’ medical reports.. This isn’t the first time either. He tried the same when he was at Avon & Somerset Constabulary.

    Not many people will have any sympathy for his feigned show of worry!!

    Was anyone really fooled?

    I have been fortunate to break away from the regime and can say from the people I have spoken to, it hasn’t washed with them at all. There is no love lost.

    Small top tip; treat your staff with respect and you may find you gain respect in return. Reap what you sow very important chief constable.

    I watched this embarrassment of a Chief Constable and immediately thought of the phrase “Crocodile Tears”

    Crocodile tears (or superficial sympathy) is a false, insincere display of emotion such as a hypocrite crying fake tears of grief. That is you Morgan, a false, insincere, hypocrite crying false fake tears.

    The officers who featured were all sincere, and I hope they are fully aware that their Chief will fight tooth and nail to get out of paying them an injury award should they be injured on duty.

    Clearly Morgan would not pass any kind of fitness test, moral or physical.

    Why doesn’t his PCC look at the contract of employment with Morgan and see if there has been a substantial change to what was agreed. If so, reduce his pension down to 0% and see how he feels then?

    Another waste of oxygen who looks like his wife dressed him in the dark. Get some pride in your appearance man, lead by example, the one your setting now is of a scruffy, dandruff covered, Crying “Charlie Drake” character, not a senior Police Officer.

      It was an interesting programme and I look forward to seeing more from Staffordshire Police over the coming weeks.

      I felt the compassion, enthusiasm and energy from those interviewed police officers. The men and women on the ground who do the job.

      I tried to be completely neutral on the CC when he came on. It was difficult knowing how poorly he has treated his injured officers.
      I cannot fathom how one human being can treat his fellow beings in such a way.

      I wish I could feel for him but karma does have a way of coming back to bite one on one’s rear.

    Yet another example of a “senior” (and therefore YOU MUST RESPECT ME – NO MATTER THE LEVEL OF MY INCOMPETENCE – BECAUSE I SAYS SO) “Police Officer” who has clearly “talked the talk” over many years of BS and self promotion but has never “walked the walk” because a true Police officer would never be behind the instigation of such “impartial!! reviews” at not just one, but two forces. Is it any coincidence that the moment he was “promoted” from A & S to poor Staffordshire the antics stopped at A & S, having cost the force £loads, only to follow in the same vein at Staffordshire, scraping the barrel with the “experts” then utilised to hoist his illegally run review on injured pensioners? These forces perhaps could reflect, the Bureau of Investigative Journalists would love to promote a nationwide story about the reality of how you are treated when you become injured on duty as a Police Officer in some forces. All recruits (20,000 poor souls) should know the reality before they join. This man looks ridiculous. The fact he has returned from the College of Policing says it all: in my old force that was where they sent a “senior” sex offender who should have been sacked/locked up and are about to send another “senior” fool there who does not understand basic offences as I found out to my own cost. No wonder the public don’t respect the Police when it is run by a certain number of hypercritical jokes with no true authority, sad state of affairs.

    No doubt he’ll get his QPM and ‘waddle off’ into the distance with his full pension earned on the backs of frontline officers. One word ‘disingenuous’.
    Reducing the pensions of seventeen injured officers may earn him his ‘ badge of honour’ with the Home Office, but that is offensive to the very same officers who have assisted him hit his performance targets and keeping him in his ‘ Ivory Tower’.
    When I joined I didn’t read the injury aspect of my employment contract and did not expect to be retired as a result of injury on duty.
    Which way do these people want it? Deal with front line policing duties putting your life on the line for the safety of others, but by the way if you get hurt because we won’t support you!
    It’s about time that the issue of injured retired officers was taken way from forces and dealt with via IODPA/ NARPO and the Home Office.

    One word stands out, that word is disingenuous, do you not remember what you have said during your tenure in both your current and past posts?

    ‘No in depth knowledge of the review process in TVP’

    ‘Review process in Staffordshire is not to save money’

    I also see that your recent tweet asks for people to join your force to make a difference to the community.

    Please Sir, tell me what happens when, god forbid, those officers you recruit are injured and may have to leave the job they love… will you stand up for them, will you look after your work family, your brothers and sisters?

    You have already broken one promise made by your Police family to those injured officers in Staffordshire and that matter is one of several which is due in court in the near future, will you be there to answer the questions which will be asked, will you continue to spend thousands in legal fees to carry out your own personal crusade?

    You talk about budgets, how much have you already spent and how much has yet to be spent on your continued pursuit of officers injured on duty?

    Have you for one minute asked yourself truthfully, what impact your actions have and continue to have on those officers you have chosen to pursue?

    Where does this all end, even if you were by some miracle to win in court, how much misery, ill will, mistrust and bad feeling will you have created?

    Where will the new Police Officers come from, why join an organisation which will put you in the line of fire but will not have your back further down the line!

    Where will you be when the xxxx hits the fan?

    Where is the PCC, Mr Ellis?

    What happened to the IT contract, why is it no longer in place and how much money has been wasted?

    One last observation, why is your Mr C kept in the shadows, known by name but not by his qualifications or relevant experience, parachuted in as a temporary HR assistant and then moved to another position, spooky that!!

    I do not agree with the personal attacks but I do understand why they happen.

    You cannot turn back the clock but it is not too late to withdraw from the battlefield!

    Those front line officers were an absolute credit to Staffordshire Police, their community, their City and themselves. They handled themselves entirely appropriately throughout, in each situation they handled. They are the younger version of the guys and gals I served with.
    That Chief Constable is an embarrassment, a dreadful actor and he fools no one but himself. The folks on the front line deserve so much better.

    And the Academy Award goes to………………..Gareth Morgan, for his artificial tears apparently shred in relation to the role he has as Staffs Chief Constable. Pity the onion was visible in his pocket!

    He’s just returned from the very comfortable and protected College of Policing post, so perhaps the tears were because he has had to come back and face the s**t storm of his own making.

    It’s strange to think that this is the same man who was ranting at us injured former officers of Staffordshire in his Christmas 2017 letter; the same man who has callously and without any empathy, or compassion, targeted Staffs IOD’s to save money. Yes, the force need cash, but stealing it from injured pensioners is not the way to go about it. He shpuld have had the balks to stand up to PM May and the Home Office, over the depth of these cuts.

    PCC Ellis is strangely absent too, although we are told we will have a further 12 months of this incompetent idiot, as the elections are put on hold. Has Ellis yet answered why neighbouring forces, on similar budgets to Staffs, have greater police numbers? No, I doubt it, as the reason why is the bloated estate that is now his fiefdom!

    Returning to Morgan, the result of his futile acts has been to bring IOD’s together, to strengthen and expand IODPA, and to create a shed load of legal work and additional costs to the force. Savings £0, extra costs £000’s.

    Those who saw the BBC 2 documentary last night may have also seen that in the meeting, one face was obscured. What’s the betting, that was that little evil fella from the Home Office, who Morgan worked with and is no doubt the architect of this evil being foisted on Staffs IOD’s.

    So Morgan, your Officers doing such a splendid job in the most difficult policing terms will definately get my praise and suppirt. You however, although it is possible you may get an acting award from us, but you’ll never get our respect. The old Chiefs must be spinning in their graves at your ridiculous antics!

      Well done for the officers who spoke on the programe, thought they came across as good and compassionate people.
      Then we see the performance of the great Chief of Staffordshire. My god, who was advising him? Who could have ever thought this was a good idea for him?

    I am resisting the urge to make this personal….Mr Morgan, I listened to your comments with disbelief.

    You have shown no compassion at all for those injured police pensioners who you have relentlessly pursued for a number of years. Clearly it IS all about the money.

    It was quite embarrassing watching you and your ‘tears’.
    In normal circumstances, and from another chief constable, I would have been moved by your ‘caring’ ways. However, I feel more scorn for you now than I have ever done.

    What a complete two faced liar that man is. What happened to integrity within the police. The show must have been very embarrassing for him to watch. The terrible decisions he had made and how he has totally wrecked Staffordshire Police.
    Typical to blame it all on the government however the decision to pursue the vulnerable injured on duty police officers is his and his alone.
    He is a puppet for the Home Office and an embarrassment to Police.

      Do you think if he did the fitness test he would be eligible for an Injury Award if injured ?

      I think not, in absence of fault the regs require and boy has he let himself go.
