Breaking News: Cheng’s Company Wound Up

On 28th June 2017, Companies House web-site posted a document Appointment of voluntary liquidator detailing the impending winding-up of Dr William Cheng’s business; Partners Occupational Medical Services Limited. This document shows that the Liquidator was appointed on 6th June 2017.

This will have critical implications for Northumbria, Durham and Cleveland Constabularies, who had awarded a contract to Cheng’s (now liquidating) Company totalling £576,000

Once a Company is liquidated it would be unlawful for it to continue to trade in any way.

A further document Special Resolution to Wind up [the Company] is currently being processed by Companies House and will be published on-line within 5 working days (of 28/06/17).

The following is a truthful account of a bright eyed cop in a Northern Town

As a bright eyed, newly serving police officer to a particular force some years ago, under the illusion I would always be protected if the excrement hit the fan, I was initiated into the local cultural community which included a supervisory visit to a city centre casino in the North East of England. Passing polite conversation with various ’ladies of the night’ finishing their late shift, the officers entered the casino and found the inhabitants were very accommodating and were almost all exclusively of the Chinese community and offered us a great chow mein dish with noodles and chips cooked by their own. It was very humbling because most of these men had been sleeping in this environment for more than three nights on mattresses and sleeping bags that had seen better days with the smell of fish oil infiltrating their nostrils. However, I had to commend their generosity and above all their devotion to their chosen pastime, making money. They were compulsive gamblers, driven by greed , despite their existing healthy bank accounts and age. They fully admitted they were driven by their culture to make money. Some they won but ….some they lost…..

So whatever your game is Mr Cheng, whether it be roulette, poker or blackjack, apart from the fact the ‘house’ always has the edge, your luck will run out eventually. Perhaps sooner than you think…..
SO MR CHENG, SM P’s and ‘Experts’…you know who you are… Take heed, the net is closing in on you big time and moral and ethical justice will supersede you….eventually.

My husband suffered terribly at the hands of this shameful person who claims to be a doctor. In fact, my husband attempted suicide following his meeting with this inhumane creature. The damage he has inflicted on innocent police officers is terrible. I don’t understand why he is still used by a number of forces; they all know how he treats them.
I hope Cheng gets all that is coming to him. I will sit in the front seat to watch him suffer like he has made my husband and others, by the sound of it.

Iodpa, you are like a breath of fresh air.

If this disgusting individual maintains his contract with Northumbria under a different company name without any further contractual negotiation and tender, this confirms that this particular farce has ‘diplomatic immunity’and also confirms as I suspect, they have a sponsor………………..

Oh how I suffered at the hands of that cockwomble Cheng ( offence intended) via KentPol.
What a vile man, driven only by money.
I’ve decided against a long vicious rant as I’m long into my ill health retirement and learning to control my anger.
I came across this site by accident as I’m already getting worried as to what is going to happen when I turn 65 in a few years.
Any degree of downfall in that arrogant bastards standing, is music to my ears.

So this disgusting excuse of a man portraying himself as a ‘doctor’ has ripped Northumbria off before he even gets his latex gloves on to get started…just adds more evidence that the minions who are responsible for his procurement are thick and an even bigger waste of tax payers money. When oh when will all this be made public…….and the princess of darkness is hissing over any suggestion of a 1% rise in public sector pay!!!!!!!!!

This has been my area of work for a number of years and Jey is correct. This is a solvent liquidation. The reason for this is that it is the most tax effective way of getting a large amount of money from a limited company. Chang would have a flat liability of 20% to release his capital and close the Company.
I would assume he would simply incorporate a new Company to continue working
This is not good news just evidence of the money grabbing git getting his hands on the money.

Ah, the reason for the insolvency isn’t the point of the blog. The take home is a liquidated company can not have active contracts. OHS partners had a contract with the tri force area Northumbria, Durham & Cleveland. OHS partners will not be able to fulfill that contract and it will have to go out for re-tender

Bet the little bar steward’s pocketed the forces’ money before liquidating the company. Serves the forces right for not listeing to IODPA sooner! Unfortunately, the taxpayer always ends up footing the bill.
This should screw things up for Northumberland et al and their reviews!!

Looks like the liquidation is “members or MVL” type. Solvent liquidation via a members’ voluntary liquidation (MVL) is the process used for winding up a solvent company, where the company’s shareholders have decided to wind up the company in order to distribute the assets after the payment of any debts, and then close the company. In an MVL, the directors must make a declaration that the company will be able to pay its debts in full within 12 months failure to do so could lead to criminal charges. It appears to be the case that CHENG is getting his cash out of OHS partners for what ever reason and he is going to find it a safe haven as he is the only real shareholder, what could have precipitated this.
